The World Federation of KSIMC Extraordinary Conference 1 May 2010 - Dar Es Salaam, Tanzania

An Extraordinary Conference of The World Federation of KSIMC was held on 1 May 2010 in Dar es Salaam, Tanzania. This meeting was the outcome of the resolution approved at the Second Executive Council Meeting for the term 2009 to 2012 held on 27 February 2010 for:

Reconsidering all the business that was conducted at the Toronto Conference, in particular the election of Office Bearers and Councillors and the electoral process and any matters arising thereof. 

The meeting began at 9:45 am and ended at 2:30 am the following day. There were four items on the agenda outlined for the Conference.

The Conference welcomed a large turnout, including delegations from Africa, Gujarat, Mumbai, Dubai, Aden, Europe, North America, and other regions throughout the world. This gathering was one of the largest attended meetings in our community in Dar es Salaam. To add to this experience, delegates received a warm welcome from the host organisations, The Africa Federation and the KSI Jamaat of Dar es Salaam.

The meeting convened with the recitation and a reflection from the Holy Qur’an, followed by welcome addresses from the President of the KSI Jamaat of Dar es Salaam Al Haj Mohamed Bhai Nathoo, the President of The Africa Federation Al Haj Anver Bhai Dharamsi, and finally the President of The World Federation, Dr. Asgar Moledina.

The Conference engaged in a lengthy discussion to deliberate on the main agenda item for this meeting. As a result of these discussions, The Africa Federation proposed a resolution, which was seconded by The Council of European Jamaats. This initiated further discussions providing for amendments and input to the proposed resolution from The Council of Gujarat. The final resolution read as follows:

While deliberating agenda item No. 4, it has emerged that a considerable doubt has been cast on the validity of the processes, conduct and results of the elections for the term of 2009 – 2012 with the consequence of a perception of division amongst The World Federation members, and therefore this Extraordinary Conference resolves that fresh elections be held after effecting any amendments necessary to the constitution relating to the processes and conduct of elections, it is further resolved that the Constitutional Conference shall be held in December 2010 in accordance with the resolution passed in the Toronto conference (2009) and that the intended elections be held within appropriate number of days stated in the constitution upon the adoption of the amendments to the constitution then in effect, whilst the current Executive Council continues.

This resolution was passed by the vast majority of those delegates and councillors present.

Unexpectedly, after the resolution was passed, the President of The Council of Gujarat regretfully announced their withdrawal as members from The World Federation.

At the Third Executive Council Meeting for the term 2009 to 2010, which followed immediately after the Extraordinary Conference, The Executive Council of The World Federation of KSIMC set the date of the Constitutional Conference which will Insha’Allah be held on the 4th and 5th of December 2010. This meeting will Inshallah take place in the United Kingdom, in line with the resolution passed at the Toronto Conference. A formal notice of the meeting will be released in due course from The World Federation of KSIMC Secretariat Office.

The President of The World Federation of KSIMC, Dr. Asgar Moledina expressed:  “I was heartened to see such a large turnout at the Extraordinary Conference from delegates and councillors from around the world. The discussions and decisions that transpired at the meeting were necessary and healthy to remove the uncertainties that had been looming for so many months. Given that the resolution that was passed reflects the outcome of the Conference, we will now continue to work full force to serve the community until the new election.”

Third Executive Council Meeting

The Third Executive Council Meeting for the term 2009 -2012 was held immediately after the Extraordinary Conference in Dar es Salaam, Tanzania. The meeting commenced with the recitation from the Holy Qur’an followed by keynote addresses. The meeting began at 3am on 2 May and ended at 5:30 am on the 2 May.

Several topics were discussed, including:
  • Women’s needs assessment initiative
  • Economic Upliftment in Africa
  • Housing in Africa
  • Withdrawal of the Council of Gujarat
  • Muballigheen Training Programme - relaxation of admissions criteria and the possible introduction of an intensive Arabic course for community members
  • Membership proposal from Pakistan Federation and Dubai Jamaat
  • Update on MTP review team.  
As well, the financial accounts of The World Federation of KSIMC were presented at the meeting. The accounts showed a healthy improvement in income compared to previous years and a decrease in certain expenditure.
