GUJARAT DEVELOPMENT PLAN 2004 – 2006

Alhamdulillah the World Federation has been helping mumineen of Gujarat since 1976. There have been responses to crises and to planned actions. Over the last 3 months, Jamaats in Gujarat through The Council of Gujarat have identified the projects that need to be carried out over the next three years and submitted a proposal to the World Federation. The President of The World Federation Dr Ahmed Hassam visited Gujarat in the first week of May 2004, met Jamaat Leaders and Leaders of Council of Gujarat to formalize an action plan, and the following was agreed.


1.0 It was proposed that:

1.1 Education will be given a priority throughout the region – school education, higher education, and religious education. Steps will be taken to improve the quality of education and our community will be encouraged and helped to achieve the best. To be actioned with ZCSS and IEB.

1.2 Housing will be the next priority item. Houses will be built for community members, where needed. These will be under scheme B, whereby the house owners will be given loans. All loan repayments will be made to the Jamaats’ Foundation Fund. Each Jamaat will thus build up a Foundation Fund to take care of future needs and development of Jamaat members. Land to be supplied by local funding. The houses should be built near our existing Masjids, Imambaras, Madressa and other community infrastructure.

1.3 Masjids, Imambaras, Madressa to be sized and positioned to suit local needs. Grand centers, way above the local needs shall be discouraged. Projects positioned for historical reasons and difficult to access by the majority of the members shall also be discouraged.

1.4 Medical Help should be financed by local funding.

1.5 Aalim Grants to be given from local funding

1.6 Minor Renovations building works to be financed from local funding
 

2.0 The following projects have been identified and have been taken on board.

2.1 Water supply
A list of 14 requests has been received so far. The committee of Ali Asghar Water Appeal is assessing these. All water projects under this scheme are expected to be completed by September 2004, before the month of Ramadhan 1425.

2.2 Amreli KSI Jamaat
Total population 50 Khoja families and 50 Sadat families
Want 12 flats built, 6 for Khojas and 6 for Sadats
To present plans for rebuilding of Mosque, Imambara etc.

2.3 Bhadrawar KSI Jamaat
Need INR 15,000 for a fence around the kabrastan. To be financed locally

2.4 Bharuch KSI Jamaat
Jamaat to propose a viable project of Masjid, Imambara.

2.5 Bhavnagar, Al Mahdi Park Housing
Work started January 2003.
There are 56 flats total. All works are expected to be completed by end of August 2004. £2400 per flat average. Still £30,000 required.

2.6 Dediyapada KSI Jamaat
10 members of Jamaat want loans to build houses under scheme B.
Jamaat to send details of project including cost and how much loan required.

2.7 Devli KSI Jamaat
Three families need toilets/washrooms
The Mosque needs toilets/washrooms
Details and costings for all the above to be sent so Ali Asghar Water Appeal.

2.8 Gunderna KSI Jamaat
Request for INR 25,000 for toilet facilities at the Imambara to replace the existing ones, which could collapse any time. To be considered under Ali Asghar Water Appeal.

2.9 Khambhat KSI Jamaat
To send in proposals for scheme B housing.

2.10 Kikariya KSI Jamaat
Imamwada and Aalim’s flat under construction. WF has already sent funds. More funds to be sent on receipt of project report.

2.11 Lalpur KSI Jamaat
Need 5 flats under scheme B housing. 50% loans required. Project to be finalised.

2.12 Mahuva KSI (Madressa Party) Jamaat
To send in proposals for scheme B housing

2.13 Monpar KSI Jamaat
To send in details of Imambara requirement
To send in well requirement details for consideration under Ali Asghar Water Appeal.

2.14 Palitana KSI Jamaat
To send in proposals for scheme B housing
To send in comprehensive proposal for Madressa above the shop and Imambara near the existing Mosque.

2.15 Rajula KSI Jamaat
Large Jamaat of 1000 heads.
Need 30 houses under scheme B. To finalise project and send details.

2.16 Randiya Sadats
Jamaat of 15 Sadat families, 180 persons total.
Toilet requirements to be finalized and details to be sent for approval.

2.17 Sihor KSI Jamaat
Have requested for INR 45,000 to build a boundary wall around the Khushbu Park housing built for them by WF. To finalise the scheme.

2.18 Surat KSI Jamaat
Large Jamaat of 1000 heads.
To finalise housing requirements under scheme B and send in details.

2.19 Thariya KSI Jamaat
40 families, 250 individuals
Aalim’s flat. To finalise and to send details for approval. 
Imambara Roof Repairs. To finalise and send details for approval.

2.20 Una KSI Jamaat
Foundation laid for 6 flats to be built there. Work to be completed as soon as possible and within budget. Previous 24 houses took too long and cost was high too. Need proposal for roofing the Ladies Imambara, Budget - INR 50,000

2.21 Vertej KSI Jamaat
Foundation laid by Marhoom Mulla Asghar for 16 flats. Funds lying with Jamaat. If project is not moving, funds to be used in other housing projects.
