1. PRELUDE
The Federation of K.S.I. Jamaats of Africa (AFED) presented a resolution to the Triennial Conference of World Federation of the Khoja Shia Ithnaasheri Muslim Communities held at Dubai in October, 2003 urging the delegates at the said conference to dedicate the next three years of the World Federation for ERADICATION OF POVERTY IN AFRICA.
The Conference duly adopted the above resolution. Following the adoption of the resolution, Afed then presented a paper to the Executive Council meeting of the World Federation held at Toronto in March 2004. The paper was adopted by the Executive Council and directed the Secretariat of World Federation to work in conjunction with Afed towards achieving the goals set out therein.
Afed then presented the aforesaid paper to its Conference held at Nairobi in April 2004, and whilst adopting the said paper, the Conference created a HOUSING BOARD to operate under the aegis of Afed. The then Chairman of Afed appointed Anverali M. Rajpar as the Board chairman.
2. GOALS
The goals set out for the Housing Board were, inter alia, to promote housing within the community in Africa, so that each and every Khoja Shia Ithnaasheri eventually owns his own "house."
In the initial stage for the first THREE years, it has been decided that about 150 apartments be built at various places in Africa. The work will then continue till year 2020 when the anticipated requirement of 800 apartments will have been built.
Secretariat
SURVEY
There are various types of people requiring housing and falling under the following categories:
- Most unfortunate families who cannot afford to pay anything towards housing, and, who are being looked after by concerned Jamaats (Welfare cases).
- Those families who cannot pay full market rent, so are being subsidized by Jamaats and/or relatives.
- Those families who can pay full market rent but do not have enough funds to pay deposit for the ownership, but can pay partial down payment.
- Those who can pay deposit ranging from 30 to 50 percent and then pay enough amount of monthly installment to eventually pay for the cost of apartment. (as they are presently paying rent without hope of owning the houses they live in).
FINANCIAL REQUIREMENT
FIRST THREE YEARS
It is estimated that one 3-bed room apartment of about 1,700 sq. feet (excluding land) will cost about $30,000, so the requirement for 50 apartments will be $1,500,000.
WAY FORWARD
The Executives of Afed and World Federation met with the Housing Board Chairman at Nairobi on 5th September, 2004 to review the housing project and decided that, the objective of the Housing Scheme shall be:
- To promote housing scheme for such people as are able to eventually own their own housing by paying a reasonable deposit at the time of booking and then pay monthly instalments of such an amount so as to complete payment of the cost over a period of 20 years.
- Such people who cannot fall under the above category will be catered for separately by Afed in conjunction with the local Jamaats.
FUNDING
It is realized that the amounts required are huge, and, bearing in mind the various capital projects going on presently around the world, it may not be possible to raise the whole requirement as donations, although the Executives have full faith in the spirit of our brothers world-wide to always rise to the occasion and help all community projects.
It is, therefore, envisaged that the funds will be raised as follows:
- The local Jamaats to contribute land which they already own and are suitable for this scheme. The market value of land will form part and parcel of the cost of the apartments to be built and will be recovered by instalments from buyers and paid over to the Jamaat.
- The community world-wide be approached to donate to this scheme.
- Long term interest free loans be raised from community members for financing the scheme. The repayments from the buyers will be matched with the terms and conditions of the loans so raised.
- Term loans be raised from financial institutions, which will be secured on the property being financed. View liquidity of the financial institutions, it is hoped that such loans cannot only be easily raised but can be done on attractive rates of interest.

Say about 36 apartments, which at $30,000 each will entail an outlay of $1,080,000.
It is envisaged that this amount may be raised as follows:

Once the first phase is completed, the scheme will be taken to cater for the next phase and so on till, Inshallah, the scheme is completed and everyone in Africa owns his own house to live in.
INDIAN OCEAN ISLANDS
Simultaneous with the fist phase for East Africa, a scheme will also be launched for the Indian Ocean brothers, repeating the above method of fund raising.
