Alhamdulillah, it is a moment of immense gratitude to Allah (SWT) that He granted tawfeeq to the community in achieving a major milestone. At the third meeting of the Executive Council (term 2024 – 2027) in Dar es Salaam, one of the most important agenda items was the Code of Leadership paper.
This important subject has been deliberated upon in the past, as far back as 1990 during the time of Marhum Mulla Asghar (RA) and subsequently at the Karachi exco in 2018 as well. With faith being the cornerstone of all our activities, Taqwa (God Consciousness) must be a prerequisite for anyone seeking to take the leadership position at a Khoja Shia IthnaAsheri community institution, be it a Jamaat, Regional Federation or indeed The World Federation. To that end, a paper was presented at the Executive Council meeting for deliberation and adoption. The paper was inspired by previous such works and the guidance of His Eminence Sayyid Al-Sistani (DA), who states:
After deliberations and refinement, the Executive Council unanimously adopted the paper with the title Guidance for Leadership, and the house resolved that those
seeking to take up leadership (Office Bearer) roles within Khoja Shi‘a Ithna ‘Asheri institutions – be they Jamaats, Regional Federations, or The World Federation to endeavour to always maintain Taqwa (God Consciousness), both publicly & privately, avoid major sins, enjoin the good and forbid the evil. The house further resolved that a voluntary oath be taken by those seeking to stand for the position of President / Chairman of our community institutions (detailed oath provided in the paper).

In his remarks, The World Federation President Alhaj Safder Jaffer reflected that this was one of the happiest moments spiritually for him & termed it the dawn of a new beginning of God conscious leadership. He reminded the August House that this journey was initiated by Marhum Mulla saheb over twenty five years ago and today in 2026, The Year of Mulla Asghar, it is indeed befitting that we have adopted these guidelines for our community leadership.
